Bill Neadles CEM

 

Bill has over 43 years of dedicated service to our community through law enforcement. A Superintendent (Ret.) with the Toronto Police Service.  During Bill’s outstanding career, he has been awarded the Governor General Exemplary Service Medal with two Bars.

 

Senior management, highly experienced police officer with over four decades of progressive responsibility and leadership in law enforcement, emergency management, preparedness, response operations, recovery, training, exercise design.  Extensive background with major events planning at local, provincial, national, and international in scope.  With a clear understanding of relevant federal, provincial, and municipal legislation and its impact on the practical elements of emergency management.  Also, broad experience in emergency management policies, procedures, plans for public and private sector organizations.   Extensive emergency services partner training.  Considerable collaboration in Emergency Management, Public Order, Crowd Management, Search Management, Heavy Urban Search, and Rescue and Security. A Self-motivated professional with a proven track record of successful planning, training, development, implementation, deployment measures for many planned and major unplanned events. Includes high-level official visits of heads of states, major sporting events, natural and human-created emergency events, both lawful and unlawful protests that were both peaceful and violent in nature.  Have been engaged with numerous policing, emergency management committees at the municipal, provincial, federal level in support of public and private sector organizations and stakeholders to enhance public safety.

Provided leadership, conceptual thinking, and innovation necessary to deliver the corporate emergency management program for the Toronto Police Service.  Responsible for Emergency Management Program, Incident Command Program, Emergency Management (IMS) training, Counter-Terrorism, and Critical Infrastructure, Vehicle Mitigation Strategy, Active Attacker program,  Business Continuity, Operational Continuity, Public Order, Mounted Unit, Missing Persons Search, Heavy Urban Search and Rescue (HUSAR), Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE), Industrial Liaison and responsible for planning for Major and Special Events for Toronto Police Service and the revamping of the operational component of the Paid Duty Program.

Training and Development

Undertaking the training required of Incident Commanders for Level 2 and Level 3 emergencies, for critical incidents, he has served operationally as Incident Commander at several high-profile events, both planned and unplanned, crises, protests, and other special events.  Qualified as an Incident Commander and well experienced in the following operational disciplines, such as:
